Ontario does not have one municipal sidewalk-clearing deadline. Toronto says residents and businesses clear adjacent sidewalks within 12 hours when accumulation is under 2 cm; at 2 cm or more, City crews clear public sidewalks. Toronto property owners remain responsible for private driveways, steps, ramps and landings within 24 hours.
Hamilton’s published guidance says owners and occupants must clear surrounding City sidewalks within 24 hours. Ottawa prohibits pushing snow onto City streets, sidewalks, paths or parks and says property owners are responsible for the windrow left at the end of a driveway.

The U.S. has no single national deadline for clearing a residential sidewalk. Cities, counties, states and homeowners associations may set their own timing, snow-placement and de-icer rules.
Ask a contractor who is responsible for the public sidewalk, the plow windrow at the driveway apron and repeat clearing during a long storm. Do not assume snow can be pushed into a street or across a public right-of-way.

How does the break-even calculation work?
The calculator divides the fixed seasonal clearing range by the comparable per-visit clearing range. The lower threshold uses the low seasonal estimate and high per-visit rate; the upper threshold uses the high seasonal estimate and low per-visit rate. Equivalent extras that apply to both plans—per-application salt or sand and the same one-time roof-raking allowance—cancel out before this comparison. Between the thresholds, the better deal depends on the contractor’s exact quote.
