Insurance uses the Ontario average ($2,235/yr, Rates.ca 2026) for every city — a documented simplification; real premiums vary by neighbourhood. Property tax uses each city's published 2026 residential rate applied to the listed price (note: Ontario taxes are levied on MPAC assessed values, frozen at 2016 levels, so this overstates the literal tax bill — it is the right basis for comparing cities).

Four things that stand out

1. The gap is enormous: $3,304 a month

Owning the typical home in Burlington (~$5,571/mo) costs nearly two-and-a-half times what it costs in Thunder Bay (~$2,267/mo). That's a $39,600-a-year difference for the same "owned home" — bigger than many household incomes.

2. Toronto isn't #1 — and its taxes are the lowest in the ranking

Toronto ranks #18, behind Burlington and Pickering. Surprising? Toronto's residential tax rate (0.77%) is the lowest of all 20 cities — its monthly cost comes almost entirely from the price tag. Its property tax bill (~$626/mo) is barely half of Windsor's (~$1,012/mo), the city with Ontario's highest residential rate at 2.10%.

3. Ottawa is the quiet value pick

The capital ranks #3 cheapest at ~$3,608/mo — a mid-size-city price with big-city wages nearby. Kingston (#4) and Brantford (#5) round out an affordable top five that most buyers overlook while bidding in the GTA.

4. Tax rates move the needle more than people think

Windsor's home price is modest (#6 cheapest), but its 2.10% tax rate — the highest in the ranking — pushes it to #6 overall on monthly cost. Two cities with similar prices can differ by hundreds a month purely on tax policy.

Methodology

Home price: the most recent published figure per city (Aug/Sep 2026; Windsor Jul 2026) — MLS HPI composite benchmarks or average sale prices from local real estate boards, TRREB, CREA, or board-cited analyses. Each figure's type, month, and source are listed below.

Mortgage: 20% down, 25-year amortization, monthly payments at 4.50% nominal compounded semi-annually (Canadian convention) — the best available uninsured 5-year fixed rate published for Ontario as of October 6, 2026 (Ratehub).

Property tax: each city's published 2026 combined residential tax rate, applied to the listed price, divided by 12.

Home insurance: $2,235/year ($186/mo), the 2026 Ontario average (Rates.ca Home Insuramap).

Excluded: land transfer tax, closing costs, utilities, maintenance, condo fees, and renewal rate changes — too buyer-specific to rank fairly.
